It is with extreme reluctance and due regard to my character and position in this Government that I respectfully request your perusal of a correspondence which has passed between my Department and that of the Acting Colonial Secretary at Hongkong. The legal defect is abundantly shown in the representation made by the Acting Judge to the Attorney General.

The effect of acting upon the Warrants would have been very serious - the levies would have been illegal!
